    You may want to get a light meter, and get your light intensity to optimum for early bloom. Your plants need a lot of light in this phase.

    You may want to try using grow bags to get more air to the roots. Edit: I was looking at your old grow. Is your CFL blue or red spectrum? Blue will reduce length between nodes.

    40000 lux is no problem for your plants, but they have to be acclimated gradually. I don't know what your maximum lux is with strips, but I have seen 70000+ lux applied with led boards and no "burn".

    That depends on the color of the bulbs. 5000-6500K temp lights would be useful for seedling veg. Your bulbs should indicate the light color in K (Kelvin).

    If you're are growing in inhabited part of your house, you can take advantage of the rich CO2 in your air for free. My house is 2200+ sqft, and CO2 runs in the range 800- 2200 ppmv, depending on how many people and dogs are breathing. I keep the circulation fan on continuously to avoid buildup...

    Looks good. One suggestion, reflectors on your cfls would give you a lot more useable light.
