you can upgrade the ballast yes... and save money there.. just make sure the bulb fits the ballast... some bulbs are internally ballasted.. and some are not.. so if you are using a large cfl just make sure the bulb will work....

if you have the money/space and want a strong light with low heat output go with the floros i linked you too.. just get the bloom bulbs tho.. they will work for both veg and flower...

if you want a strong light, are limited on space, but can afford to spend a little bit on an exhaust fan and reflector go mh/hps.. hps will be cooler temp wise and can be used straight through.. so you dont need to get a dual ballast.. or you can get a digital ballast

if you are tight on space and dont want to worry much in the way of exhausting lights then go with the cfl and ballast combo i showed you earlier...

the thing about mh or hps is the heat they will produce... granted they are stronger and better over all, you will have to contend with heat and heat removal.. you'll more than likely want an air cooled reflector and also want to get an exhaust fan to it... this is another expense... the cfls like i linked you too with provide good light with low heat.. if you are wanting to really have a strong light with low heat, and have the money to do so you may want to check into the floros i use.. http://www.wormsway.com/detail.aspx?t=prod&sku=SSG104&AC=1 they arent cheap.. but if you have the space for them i can promise they will out preform a 400w hps or mh light...

these work well.. but im not sure if they will fit a standard socket or not..

those are the smallest cfls there are... the 100ws they are equivalent to are actually incandescent lights.. which arent meant to grow at all.. so you have the smallest light capable of growing there is.. which isnt bad like i said in the journal.. just that it will take more of them to make up the difference.. 1 of those bulbs is not strong enough to successfully get 1 months veg from per plant...
