yes 28 inches is enough... but i didnt use the autoflowering seeds. they werent out yet. but im sure there the same. but you should be good with hight in a 18 inch case if you LST.

Question for you. How high did your blue mystic autoflower grow to before you harvested? I am looking to grow blue mystic af in similar conditions to yours. I am a little worried about the height but hopefully you'll be able to ease my concerns. Was 18 inch case tall enough?
