Wow, never seen that before. Are they bugs, moving? Unless humidity super high and leafs being misted or just wet somehow I dont think its mold. The mold to worry about is powdery mildew on leafs.
Ive had a couple plants go so far south I swore I saw different molds that arent common in cannabis. Does it wipe right off?

Remove the most affected leaf material - noticing possible thrip damage too. There are garden safe fungicides and insecticides that will help .

Captain Jacks Dead Bug if your still in veg. Best I've found for thrips so far.
No I do not see anything moving at all. I will try to wipe a leaf and report back! I am very new at this still so I was afraid it was mold.

You're going to want to give your tent a good clean down with bleach after you have gotten rid of this grow. As we spoke about earlier.
