when did you start using the 400w? Temps? Nute break down (ratio, micro, bloom, etc) I use very similar nutes, but i use a 600w mh. Your pics look roughly where i would be at around 3 weeks in flower.

is the 60amp the main for the house? check for loose connections, (terminals), could be a flaky braker

Anyone getting sick of the same questions being asked over and over? It is almost every day people asking how to sex a plant, when to harvest, how to clone, method for this method for that. I have not been here that long and find it a waste of time to be sifting through the same bs all the time.
