Wouldn't a HPS bulb make better use of the parabolic shape? I have seen similar setups with an HPS in a cooltube, with a PC fan bringing air in and one taking it out. Also was wondering about your filter setup, are you using a fan to help draw air through it?

Straight drop to 12/12 from 24/0 has always worked for me no hermies as a result. If you graduate the light hours down like you wanted I don't see any harm either.
Some people do a 48 hour dark period to help triggger flowering faster.
Maybe a good deal? Or the dimpled hood is made of less reflective material and the dimples are there to help make up for/mask the poorer quality? Probably best to go with whatever one has the highest rated reflectivity if you can find that out. Hoods are generally more expensive than reflectors.
I think the dimpled reflectors scatter the light around more giving a more even spread within it's coverage. Which technically makes it better at light distribution than a flat surface and avoids hot spots or helps minimise concentrated growth areas. Light Spreaders do this as well apparently.
