i have red white and blue wired fans what do i do?

yeah i live in florida and there is only one real perfect grow spot outdoors where i live. and its behind my brothers house and it seperates my brothers property and the man behind him...since its my first time planting outdoors. how many plants should i put there so it doesnt look sketchy or caught up?
