Use mylar or white panda plastic over foil.. foil is not good. If you cant get mylar or panda plastic, try white paint.

For vegging I use the 32 watt t8 flourescent bulbs.. I have 4 fixtures 4 foot long .. each with two bulbs.. totalling a bit over 20k lumens in the veg box. Its recommended you have at least 50 watts of cfl per plant as a minimum.. So that would mean you need at least two of those cfls per plant.. and if you put some kind of reflector over those it would help also.
