Im still leaning away from herm but there is always the option of spraying it with some water and using tweezers to remove them... but i think they are just swollen calyxes...
Chances are it is just the bulb. it is one of those things you won't really know until you try a new bulb and unfortunately if it still isn't working it is the ballast

your going to have to separate them. I have never been put in that situation so i cant tell you first hand but i have read a few times that it will begin to flower your plant.
