It's probably repairable. Is it a nice piece or a cheap piece? Most artist won't fix a china tube. If it's a toro or something it's worth it. If it's a tobacco store bong, probably not worth it. The repair might be 75-100$.
You would need to preheat the glass to 1000 degree (kiln) and have a torch hot enough to melt the thick glass correctly (not what you have).
Then you would have to cool it slow enough it wouldn't crack (kiln)
