Well 600w hps are the most efficient of all of the different wattages. Typically 250w,400w, 600 and 1000w
600w will be good for 1m x 1m or 4x4ft at a stretch.
There's more , double ended hps.
CMH too, which are 315w and 630w. But mire expensive to purchase.
HPS are dirt cheap to buy and...
With regard to what pot size would be ideal for two plants in a 2x4..
Depends what your medium is.
2x 3-5 gal in coco would easily be enough .
Soil its probably 5-7 gal.
That's if your talking in feet and not meters.
To answer the first question.
Wrap the sides of the pot with cling film.
Not going to help you though, your temps are too low.
Heating underneath helps some people.

Gonna cost you to heat that space up, I'd switch to hps...
Nothing wrong with wanting to cut down on the electricity bill..
Its Just your putting your plants in a state for the sake of what is essentially a couple of cents, when you could of ran 18/6 and had bigger plants without them trying to flower.

From what I remember the top end bulbs are 4 times the price than some of the new cheap ones , but only fractionally better .

HPS are still being manufactured by the boat load.
It depends where you live in the world as to what green laws or taxes they put on such things..
But I'd say the likely thing that's happened is your grow store can make way more mark up on LED lights than they can HPS set ups.

You get rapid growth when you flip,
Less mobile nutrients can't keep up with the growth, but it will settle and green up soon.
If you didn't have issues in veg , your not likely going to get them once you flip
Generally, when you flip and they start transitioning, new growth will be light , its because certain nutrients like sulphur and iron are slow moving and then they will green up later.
