ok, my last suggestion it to try growing the seed in rockwall to start off with, if you're not doing this aslready. then once the roots appear then put it into soil.

ok, well my first guess is that the grow room gets quite cold for the 5 hours the lights are off, this stunts growth. Second guess is that the enviroment isn't humid enough and third guess is that the lights aren't close enough. Try adjusting everything to correct <that.. just remember that...
