Does a plant have to be put in flowering mode to tell the sex of the plant or do the pistols and pollen sacks appear during the vegetation period? Thanks

I'm a newbie on my first grow and so far everything is going great! But! I woke up this morning and my soil has a bit of a green tint to it, I'm assuming this is algae from over watering? I've been trying not to water them to much but Aperantly I am.haha do y'all think if I refrain from watering...
