My tap is 7.8-8.2, I think you are correct that you usually don't have to ph for soil because good soil usually provides a nice buffer. I would think it may be a good idea to ph your water for this shot glass though. There is a very small amount of media and it looks like Sharpies plants is already running into nutrient problems.
I would say a regular fertilization schedule, strict ph monitoring, and occasional flushing will mean life and death in the shot glass grow off . . .
