Thats why I didn't vouch for them.. they may work fine..then when you need a new bulb/ballast you're screwed because its a bastardized setup.....It is a very good value for wattage / type vs cost. The best advice is to buy the best and most light you can afford. I originally looked at the same light you mention and was tempted by the low price, but opted for a 400W switchable MH/HPS for ~$200. If that's just flat too much $$, go with the $70 -- still an upgrade over your flourescents.
Think about the long-term, too. If I had it back, I'd go with a LED UFO at $470 -- a pinch, yes, but the energy costs are much lower, longer bulb life, cooler, etc -- If you plan to grow regularly, you'll recoup your costs easy by going LED.
