That Act is from Canada.It looks like it could be a rove beetle. If you have damage they could be there to eat the things causing the damage. Doesn't look like a pest really..

BT is another insecticide that causes allergic reactions I believe
I see nothing wrong with using it during veg. Of course don't spray it on your buds and smoke it though.
