yes the seeds r freshNot sure but it looks like two of the ones with tags germinated, fell over and died off. Maybe damping off, Pythium? Are the seeds fresh?
Dude, sow the seeds directly into Dixie cups that have drain holes in them and filled with cheap Black Gold Seedling Mix. Do not overwater. Place under a weak light and voila. A seedling in a few days. No heat mat needed. A dome is okay until they emerge and then lose it.

Black Gold Seedling Mix has zero nutrients. Keep it simple. A small cheap bag will last most hobby growers a long time.what about Fox Farm Light Warrior soil ???

Rinse the roots in tepid running water and place in your net basket. Fill around it with whatever. Be sure to use a large net basket. Again on no dome. Very little benefit with huge risk of damping off.
