honestly i do not care if he was cleared or not, it was his responsibility to know what his staff was doing, and no panel can clear "responsibility". in fact, i'd be willing to bet the panel that cleared him was hand picked by someone to do exactly that. politics are more well rehearsed and choreographed than any broadway show, the only time we see anything like this is when one of the actors misses his mark

So, based on your assertion, the only government which could be legitimate is one where every participant is there explicitly of their own accord otherwise a rapist tactic has been employed ?

yes actually. when you force someone to do something against their will, whats the difference between that and rape? you're making them do something they don't want to do. i'm not a monkey and i realize there are many degrees involved here, making a kid tie his shoes or pull his pants up over his ass isn't rape, but where is the line? isn't making someone go against their core beliefs just as bad as raping them? maybe worse? and why are we doing that? because more of us feel one way than another, so its better to make the minority uncomfortable than the majority? not if you're in the minority. thats what political correctness is to me, the sanctioned rape of the minority by the majority.

Government relies upon offensive force to exist.

It is impossible for a thing which relies upon offensive force for its existence to also be the thing which will ensure "nobody uses offensive force".
