The Budapest Memorandum on Security Assurances is a political agreement signed in Budapest, Hungary on 5 December 1994, providing security assurances by its signatories relating to Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons. The Memorandum was originally signed by three nuclear powers, the Russian Federation, the United States of America, and the United Kingdom. Chinaand France gave somewhat weaker individual assurances in separate documents.[1]

The memorandum included security assurances against threats or use of force against the territorial integrity or political independence of Ukraine, as well as those ofBelarus and Kazakhstan. As a result, Ukraine gave up the world's third largest nuclear weapons stockpile between 1994 and 1996,[2][3] of which Ukraine had physical if not operational control

@MuyLocoNC though I do have to point out terrorism isn't isolated to Muslims of Middle Eastern origin. Just look at the 2011 Norway attacks when self described Christian crusader Anders Breivik murdered 77 people and injured at least 319 more.

I just got home from work and read the Budapest agreement.
We Promised not to ATTACK Ukraine. That is it.
Russia was one of the signatories.

They promised to protect the sovereignty of Ukraine and then invaded Ukraine because they didn't like them joining nato.

Russia doesn't want the Ukraine in nato. Russia is the only thing stopping that country from becoming a democratic nation in NATO.

Russia violated their agreement with the Ukraine and could plow them over at any moment to because Ukraine defenses are outdated.

NATO says Russia is being bad but is not trying to get them to stop.

They could of joined years ago but Russia didn't want a neighbor to be nato.

A bill passed the house today stopping the Syrian refugees from coming to America. Obama of course will veto, but it puts Republicans on record as opposing it. That was a smart play. Maybe Paul Ryan won't be completely ineffective as speaker after all. We'll soon see
