If one keeps thinking evil thoughts, he/she one day might act on them. Similar to a recovering alcoholic thinking about having that drink or some pervert thinking about a child.

I think is is totally un-American to the hilt to consider saying what a drunk should or should not think about his problem. And he can think, he can pour, he can smell it and he can chug it down for all I care.
