That bright new flower growth is normal in early flowering (it's the most wonderful time of the year 
) And I love the way those upper leaves are reaching out to caress the sunlight

Would it be safe to transplant her now that she's going into flowering?
In my opinion, She shouldn't be going into flowering, unless you are forcing her. If she is on an outdoor cycle, you can up pot now.

Now comes the hard part Rounding the far turn, and bringing that harvest down the homestretch Besides the normal plant health, heat, rain, mold and mildew issues. You'll want to keep as much of your bud, as possible, safe from thievin' pests 
I mean a little donation to the weed gods is fine, but you'll want to limit this as much as you can. So do yourself a favor and read the "It's Bud Worm Season" sticky thread, if you haven't already, and check them buds daily. You'll be glad you did
