or when white lawmakers in north carolina perform studies to see which forms of ID black people are most likely to possess, and then make those types of ID ineligible to be used for voting, the intent is pretty clear.

One could quite easily argue that "well regulated" involves correctly identifying the person purchasing firearms for that purpose?
