Spanish growing laws

I remember many years ago picking up a bag as a kid, and if im remembering correctly we had a coversation abouthim growing out in spain, he mentioned there being some law to growing plants up to a particular height.

Is this a thing? Or has it been? If so why? Im asusming they were still able to train them?
