Seedlings weak, falling over slowly, thin stem?

What soil is that?

What spectrum (Kelvin) bulbs are you using?

How hard is the fan breeze? (Do the seedlings wiggle?) You want a slight breeze but nothing thats gonna twist the stem every time it passes, when they get a little bit older you can give more breeze.

How often do you water? A shot glass should last you almost a full day under cfl's, maybe 12-16 hours in a low RH/high temp environment. I like to water a ring around the stem, atleast with my sprouts they seem to hit the second node quicker this way. If you planted it in the soil with a tao root semi-developed then you probably want to be careful with the waterings, you'll have better luck feeling the pots weight instead of using your finger.

Soil is miracle grow. The standard kind. Not adding any nutrients, just water.

Not sure about the spectrum exactly, but I know these are good because it is just a fluorescent tubes and a "PL" 27 watt lamp in addition to that. The color of them looks extremely white (almost bluish) , so the lights shouldn't really be an issue..

I decided to turn the fan off because no matter how softly I got it to blow on the seedlings, I would always wake up to them fallen over the next morning. Even just a tiny tiny breeze.

I stopped watering altogether today, but prior to this, I gave them a couple squirts around the base of the stem a couple of times a day.

Added some pictures for you.

I just want to be able to grow some decent plants. This is called weed for a reason. I should be able to grow it easily. I just wish I didnt have such a struggle with this. It would make my week.

Just take it easy on watering, try it. If you pick up the pot, you shouldn't feel much water weight on the bottom. Grab the same model pot and fill it with dry soil.. Use it as a reference

Well I've learned that lesson now. But I just want to figured out how to make these live. Because I feel like there may be something else wrong, not just the overwatering.

I went ahead and tried your suggestion. Posted more pics below. The droopy seedling seems to be getting worse and worse by the hour. The smaller seedling is doing alright, but keeps leaning over more and more. Take a look.
Mate have a look again at what I suggested with the paper clip etc .. its to pin your stem nearly level with soil .. NOT to lean your plants on.! Look at the first pic i showed you n zoom in and you will get it.. it's really THAT simple..

I am not an expert by any means, but I am sure that Miracle Grow soil is a no-no.

All of the plants have died. Thanks for everyone who tried to help. I'll get some more seeds and do things right this time. Just learning from mistakes.

I got about 20 more seeds from my friend. Can I reuse the same miracle grow soil I used for my old plants? It feels very dry so how should I moisten the soil and ensure that it stays moist so this does not happen again with the new seeds?

Miracle grow soil (unless it is seed starting soil) is too hot for seedlings. If you don't have the seedling soil you can mix peat moss with perlite to use instead. When they are a couple of weeks old you can transplant them into your old soil. Wait at least a month after that to add additional ingredients. Be careful with watering. Over watering and/or over feeding are the cause of most problems growing cannabis.
