My 400w compact ballast is red hot!

Are the black compact mh/hps ballasts meant to get so hot? My last ballast didnt get that hot but used to buzz, now this one gets hot but doesnt buzz lol.. Am i gonna have to replace it?

If its too hot to touch, yes. If not, put a fan on it.
