Well... at the prices here, if it becomes (say) legal to export weed from Mexico to CA... the US growers will in no way be able to compete. Why? Price. My main crop is still several weeks away so I bought some. Since I have a good contact it came at the wholesale per-kilo price. It's almost sinsemilla, just a few seeds, and pretty strong. And the price? I hate to tell you. MXN$1,000 for 190 gm, which is over 6oz. The peso is 18.5 = $1USD. I'll leave you to do the math.

So if my calculations is correct $55.05 for 190 grms

Now you can ask for a permit to the cofepris, I am not sure how the legalization satisfies growing at big scale.
