How big are said plants?

Add some more cfls, and you should be fine unless you have fucking monsters.

How long until the good light shines in the sky?

We are past the vernal equinox so you are getting more than 12hrs of daylight.... Even on a cloudy day there is more light outside than most indoor lamp setups... Did you actually read my last post? Mid-Summer lumen intensity should give you a clue..

BTW young shoots don't need direct sunlight, they do better in a shadier enviroment for the first part of their life..

Only till this 45 degree rainy weather is gone. I planted when temps were 75 degress... i was not expecting this cold windy shit for 2 weeks straight! Cant wait to get them in full sun.

But there first true leaf are a bit bigger than 1/4 inch. But each time lights go off they get a good growth spurt

Try a sheet of glass and some bricks. Cover the plant with some light penetrating protection...even clear plastic sheet, and a piled up earth mini-dyke. Not in a hole 'cos they will flood.

You will find if you harden the plants, slightly and gently, at this young stage they will be more resistant later on. Too much monycoddling in early life will also lead to weak plants..

The trick is to try and imitate nature and at the same time giving them the best conditions to florish...
