Its Growing really slow suggestions?

I have a plant and its growing really slow i think the problem its cause i have it indoor but not under a light(just on my room with a lot of light and some hours of direct sun) I'm building right now my PC case with lights to put it there
my question is its growing slow because its not getting 18 hours of light?
does putting it in the PC case will make the difference?
and another question does 2 30W Florescent lights will make it for 1 plant?

more light more light....you wont think it worth your time if you uuse that little of light in my opnion i wouldent use less than 400 watts the more the better and make shure there is airflow

get it under induction grow lighting. I use a single 100 watter for veg in a 30 x 30 tent. I have two on for bud and flower. Excellent yields and you'll the plant standing up after just one day. Also they do not put out the heat like the HPS and Metal Halide does. Unlike CFL, T5 or LED light gets to the bottom leaves so they're not strething out. there's a you tube video on indagro or look at the pics on their site for some grows under these lights. More Lumens - Grow Big!

well i mean the lights consume 30 watts but they output 120 watts each i have 2 fans one that takes air in and one that takes air out and i have everything inside cover in aluminum, that is enough?
