I could be completely wrong but your soil looks very wet, that could just be the picture though. Is it possible you have drowned the seedling? If so dry the soil as fast as possible. You could leave it in a dry, warm room and place tissue under to absorb as much water as possible.

just start another seed... from my experience when a seed starts off stunted and growing slow, it will remain like that throughout its life cycle. nothing really would be lost if u just tossed it and started over, since its so small still. just my .02
