^ that was THE most complicated way to say NO, your likely going to need to cool your tent, not just your hood
Your taking most of the heat of the bulb away but not all of it. It helps allot but that is indeed a small tent.
I would suggest you get a cheap inline duct booster fan. NOT the ones from Home Depot, get a hydro farm or something. Probably an 8" would be best. Mount it in the side of the tent, as high as possible. Buy a simple spring loaded flapper to it to prevnt bugs an light from coming in. Now on the other side of the tent, down low, cut a square hole in the tent. Probably like 12" x 6-8". Now, take a piece if panda film or any plastic sheeting and tape it on the inside of the tent and cover the hole. Only tape it on the top! You can tape a pencil or something on it.
Now, when you turn on the fan, air will be sucked into the tent on the bottom ( by pushing the flap out of the way) and then pass through your tent and exit out the top.
If you want to, ya know, actually grow really good buds, then buy a temperature sensor switch so that the fan turns on when it's about 77-78 in the tent and then shuts off when it's about 75.
You spent about $90 and your shit is automated and dialed!
I would say that temperature is probably the biggest factor in poor quality buds. That and having the light too close. People just bake the shit out of there buds. Food for thought, terpenoids are destroyed by heat and light.
A good link if you want to know what is actually getting you high in weed:
