Is this guy from these forums? If so, it would be easier if I could discuss with him.
I was thinking about doing something similar, except utilizing LEDs that only emit white-blue light spectrum during the vege stage. I heard that red spectrum causes plants to be lankier during the vegetative stage.

Is a premade LED light like this one any good?

maybe I should just follow the diy on ledgrow.eu where he mounts the LED on aluminum sheets.

In a few months Cree will release a new LED XM series which produce 160 lumen per watt, but until then I think Cree XP-E is currently the best one. Or is it the XP-G? What would be the cheapest place to order these LEDs?
