Buds not forming outside grow?

New to the forum :). I am a novice grower with only 3 grows under my belt, all seasonal once a year, anyway I have one plant who will not produce buds she has 6 hours of direct sunlight a day and has been topped twice. Please ignore the nutrient burn my bad for leaving her under supervision of family whilst away . I have posted photos of her sisters to compare. Please anyone know what's going on???

Either it's a very long running strain or it's one that isnt meant for the outdoors.
I heard strains like William's wonder will not flower outdoors properly

I ripped one out of my garden a few weeks ago because it bairly showing signs if any at all, while it's neighbor was around week 4 in bud. Decided it was best to rip it up than spend any more effort keeping it alive only to be killed by the winter because it wouldn't have time to finish flowering. Wasnt worth it in my opinion.
