Put the rockwool into your medium when there are roots starting to grow out of the bottom. Fill the netcup halfway with rocks, and then put the cube in and pack rocks all around. A single layer of rocks on top will prevent algae from growing on the cube.

A 3x3 area will need a minimum of 400w lamp for a decent grow.

Pretty true. Your looking at a big temp problem automatically.. an wanting to go cheap your probably not going to want to be cutting holes in your roof/walls. If your growing for personal use and price is a concern I would use CFLs they're a pretty good/cheap alternative.
