I have. Several times. It's simply genetic disposition. It'll likely grow out normally, but may exhibit some defects of character while growing out.

Double tap roots isn't as weird as some of the other things I've seen or even experienced though. Some of the best plants I've grown out started as weird genetic mutations. (That said, I wouldn't classify this as a mutation... just a normal act of nature that doesn't happen on a typical basis).
