12/12 from seed cfl fluoro tube grow need advice

i started a 1212 4wks ago with 2 bagseeds to see what would happen, and so far the results are not good. 1 of the seeds threw a male, the other a female, but shes small, bout 6inches. very slow growth, but there is alot of bud sites developing. what should i do? greenleaf.
