You could let them go a little longer in the cups you're using now. The problem is, this early, you don't know what you have yet. Odds are, 50% of your seedlings are female, but which 50%? You run the risk of transplanting all males, and then your whole experiment is for nothing.

No. As previously stated, filtering light through a red fabric isn't going to give you the result you're looking for. You have a higher chance of starting a fire than anything else you're trying to do.
