if you do use tap water just collect some 2 liter soda bottles and fill them up then let them sit with the caps off for at least 2 days to let most of the chlorine and other harmful chemicals evaporate. ive filled a fish tank before with straight tap water and the fishes died from the chemicals...

you could handle it, but do it with a close friend to watch over you and make sure your in a good mood when you do it so many things effect the trip you will have, if your doing it for the first time you shouldnt take more than 2 tabs.

ive had seeds in a paper towel sprout after two weeks before, but most will sprout within the first week just put the paper towel on a plate and pour a whole bunch of water on it and check the seeds every day.
