21/23C ( 70/74 F ) 50% humidity all the way through bloom, anyone tried it?

Hard to say without knowing lighting and other environmental factors.
What we do know though is that his average 24h temp is 22. Plants don't grow any more over average of 20c unless you boost Co2.
Although this is all after the STRETCH period, he can definitely have high lights on temps with a lower lights off temp while sticking too the same daily average temp for a more generative approach if it even applies to cannabis crops.

Those are my typical indoor grow numbers in winter.
My indoor summer crops are usually 5 degrees F higher and 10% less humidity and are always better than winter.
I doubt the validity of his claim but that’s based on experience, not science.

My temps are typically 80 year round and I keep my dehumidifier set to 50% RH during the winter. It is typically 40-50% RH during the summer without the dehumidifier due to more outside venting. 50% RH isn't going to make bigger calyx or denser danker flowers, it's just that, keeping your RH at 50% and not higher should help prevent botrytis. Lots of people are confused about PM though, high RH doesn't cause PM, PM thrives in lower RH at 70 degrees, according to a study I recall. If you use LEDs, your grow will be much happier and healthier at 80 degrees or even a little warmer, over 70-74.
Indica vs, Sativa. I think the way it goes is lower RH for sativa makes denser buds. Lower RH on an Indica will stress the plant, it wants to grow big fluffier buds in a higher RH like where they originated. Similar to typical plant response. Less RH can make a tighter bud. When weather permits I drop RH at night way down (35%RH). It really pops the resin.

I like running cooler temps like that. seems to keep them stockier and gives better terp production.

I don't have much option with temps i don't have a warm climate and any heat is quickly removed trying to maintain humidity, if I hit 25c + acceptable humidity I'm happy.
I could claim i run that for heavier denser buds but it really means that's what I'm stuck with and need to make the best of it.

I got a variable speed electric cord to adjust the fan to a lower speed. Problem with this Vivosun power cord is if I turn down the power any there is not enough juice left to spin the Vivosun fan. Then I discovered cycle timers.
I vent outside and have similar issues as you. I put a carbon filter at both ends of the ducting then vent inside and run a dehumidifier. The exhaust from the dehumidifier is warm so I use it to point back towards the tent OR not.
Environmental controls are very different than what is going down in the SoCal desert.
