Seedlings of that size should be able to handle EC 1.0 nutes in hydro - dunno about soil - and I'm not seeing anything that looks like nute burn.

Both plants look healthy - good color and an even color. One plant is definitely lifting it's leaves which means that they're getting good light. If the other looks like it's tacoing or if it's rotating leaves around the axis of the petiole, that's "light avoidance" so you might want to drop your light level a bit.

If you're not using a PAR meter, the manufacturers' recommendations for hang height and % intensity are usually pretty good. What brand and model of light are you using? I ask that because some manufacturers recommend light levels that are "safe", for lack of a better word so growers aren't getting the most out of their plants.

It’s still small let it grow. Looks fine though. Use a simple base nute and always make sure ph is in range. I really don’t even look at ec unless I’m destroying them

Why is that happening to the leaf
Yes, something's damaged two leaves that I can see.There are three leaves with tips toward the front, 1, 2, and 3, left to right.
Leaf 2 appears to be mis-shaped on the viewer's left side. Leaf 3 is also mis-shaped and I see a small amount of what appears to be nute burn.
Other than that, they appear healthy.

The two leaves appear to have been damaged or attacked by an insect.

What else are you seeing?

How about publishing the details on the grow environment?

Thank you its my first grow I wanted everything to run perfect but its been a nightmare from the start overcoming hurdles every day
